After our recent review of 418 CMS apps for a client in San Jose, we narrowed the field to just 5 CMS that suited the broad range of services necessary to the project. We installed all 5 of the CMS apps listed below, played with their many features and then developed and integrated new modules to gain valuable experience extending their functionality.
Any of these 5 would serve most purposes where a CMS is indicated.

We debated whtether to include WordPress here. While it certainly does more than just blog, we found the ease with which very specific content types (some with exotic sub-routines, etc.) could be created and managed in all of the other systems listed far exceeded the extensibility of WordPress. And, while it seems to get listed as a CMS in lots of places, for the reason mentioned above, it doesn't belong in this group.
A note about Civic Space: If user management (tracking, communication, billing) is high on your priority list, Civic Space has a number of built in features that could provide a head start for your project. That is, after all, the value of a CMS... If you can install one and have 70% of the functionality you need already in place, you're off to a good start!
